Caribbean - roll out of upgraded OTRCIS system

User testing and then roll out of the upgraded Overseas Territories Regional Criminal Intelligence System (OTRCIS) which includes practically training, coaching and mentoring of all staff within the police service and other agencies of a British Overseas Territory (BOTs) to enhance organisational capability and capacity of business activity/service delivery moving from paper-based processes to a digitalised platform.

Challenge

Inconsistent use of the Overseas Territories Regional Criminal Intelligence System (OTRCIS) across the BOTs and partner agencies needed to be addressed by embedding consistent practice and understanding at organisational and operational levels.

The Challenge

OTRCIS is a secure network established in the late 1990's. The system is used differently across the majority of BOT's and by differing agencies such as Immigration, Customs, Probation, and the Police, and there were therefore inconsistent working practices. 

The challenge was to implement changes within the BOTs that enhanced the understanding of OTRCIS and ensured consistency of application, with learning being fully embedded at organisational and operational levels.  

Our Approach

We identified an experienced and trusted OTRCIS Consultant who had used the system effectively for a number of years was engaged to deliver the project, being deployed to a specific BOT to: understand each organisational business processes requirements; understand the local environment / culture and needs;  liaise with key stakeholders in each agency to build relationships, enhance understanding and identify best practice and opportunities for increased collaborative working; create relevant OTRCIS policies, standard operating procedures (SOPs) and aide memoirs; and to train, coach and mentor staff of all ranks. 

Provide detailed and concise regular reports with recommendations to consider to the Senior Leadership Team to help them in determining their way forward.

Delivery Challenges

Salterton developed a clear understanding of the unique needs and business processes of all agencies, identifying and implementing best practice to enhance consistent ways of working and deliver satisfactory outcomes for complainants, victims, and service users, while ensuring a positive return on investment and good value for money.

What We Delivered

An OTRCIS Consultant was deployed to the island with a clear briefing and Terms of Reference, and embedded within the police service before transitioning to other agencies to deliver an effective training programme across all identified thematic areas.

Staff undertook structured learning, 'in role' mentoring and coaching within the workplace, alongside numerous scenario-based exercises to bring the system to life and enhance their understanding of OTRCIS. Relevant OTRCIS policies, standard operating procedures (SOPs), and aide memoirs were created, with best practice identified and shared across the BOTs and partner agencies to support and increase effective inter-operability.

Outcomes

The island's police service and other agencies now have increased OTRCIS capacity and capability supported by good governance directives, providing enhanced service delivery and greater public safety. Enhanced processes have been implemented to support the development and implementation of performance frameworks that drive activity, and staff are more confident in their use of OTRCIS. Engagement with other islands is ongoing.

Outcome

The island's police service and partner agencies now have increased OTRCIS capacity, capability, and confidence, supported by good governance and performance frameworks that drive enhanced service delivery and greater public safety, with engagement across other islands ongoing.

Montserrat - Multi Agency Major Incident Training

Multi Agency Major Incident Training was delivered by Salterton Associates in Montserrat between 30 October and 3 November 2023. The programme comprised blended learning, with some didactic delivery of new knowledge and a large proportion of participant centred group and individual work. It was based on Joint Emergency Services Interoperability Principles (JESIP) but also incorporated the principles of the UK National Risk Register and the emergency planning principles of the UK Civil Contingencies Act 2004.
