The challenge was to overcome inter-organisational trust issues and develop joint emergency planning across sixteen participants from thirteen Montserrat organisations with little prior experience of working together.

This work took place within the particular context of Montserrat, a close-knit community where strong local ties bring both real strengths and considerations to be carefully managed.
