Professional standards in policing demand legislative rigour, operational credibility, and public confidence. Salterton provides expert advisory support to police services seeking to develop or modernise their misconduct, conduct, and performance frameworks.
We recognise and understand that our communities rightly demand and deserve the highest levels of service from their public servants. It is our privilege to support both forces and individual officers to deliver the highest professional service to meet these expectations. Our work in this area is designed to enhance trust and confidence in policing.
We work with police services, governors' offices, and legislators to design systems that are fair, transparent, and fit for purpose, drawing on advisers with direct experience of leading professional standards functions at the highest levels.

Our professional standards services include support to Forces in respect of misconduct allegations and grievance complaints, and to Officers who are subject to investigation.
We undertake legislation drafting and reform, performance and attendance framework development, independent oversight and case review, post-incident review and lessons learned processes, and training and retained expert advice for police services embedding new procedures.
Our support to officers is a service which is developing due to our concerns for the wellbeing of those under investigation.
This is a specialised field that requires more than policy knowledge. Our specialists are former senior police officers and subject matter experts who have led professional standards functions within UK police forces, drafted legislation, and worked directly with police services and legislators across multiple jurisdictions. That operational and legislative credibility cannot be replicated by generalist consultants.
Our Conduct and Regulations work is led by Victor Marshall, OBE who is the recognized expert in this area.
Our Grievance work is led by Iain Grafton, MBE who has led both the professional standards department and the counter corruption unit of a UK Force.
Professional standards reform programmes have been particularly welcomed by smaller jurisdictions and overseas territories, where limited local capacity and the absence of independent expertise can undermine public confidence in conduct and performance processes. We have supported the development of modern misconduct and performance systems across a number of British Overseas Territories, ensuring that the frameworks recognise the local legislative and unique operational realities of each jurisdiction.
Partner with Salterton to drive meaningful change.
