Paul Burgan is a retired Detective Superintendent and qualified Senior Investigating Officer with 30 years of police experience. For the final seven years of his service, Paul led a UK police force's Major Crime response, overseeing numerous high-profile homicide investigations recognised at both regional and national level.
Paul held the highest investigative accreditation available to Senior Investigating Officers — PIP/4 — and was also nationally accredited as a crime review officer. In this role, he led a dedicated criminal case review team, conducting complex homicide and major crime reviews across one Force.
Since retirement, Paul has worked extensively as a consultant and trainer. He has delivered two high-profile homicide reviews, developed and delivered a regional crime training package for Senior Investigators and middle managers, and continues to deliver that programme to forces across the UK. Through the Foreign, Commonwealth and Development Office, he has deployed on multiple occasions to Anguilla, Montserrat, Bermuda and Gibraltar, delivering complex crime reviews, SIO training, and ongoing mentoring and support to local staff. He also delivers bespoke training to other organisations, including Trading Standards.
Paul's approach is grounded in practical, experience-led delivery. He believes effective training and mentoring must be rooted in genuine operational knowledge — not theory alone. His focus is on building the capability and confidence of the individuals and teams he works with, ensuring that improvements in investigative practice and decision making are sustainable long after his engagement concludes.
