Retired Detective Superintendent and experienced law enforcement trainer with 31 years of police experience, spanning counter terrorism, intelligence, major crime investigation and the investigation of human trafficking and modern slavery.

Qualified law enforcement trainer to Level 5 NQF. Post-retirement consultancy and training across the Caribbean and British Overseas Territories, the Middle East, Africa and South America, on behalf of the United Nations, the FCDO, the College of Policing and the International Institute for Justice and the Rule of Law. Phil developed and signed the first strategic agreement between the national leads for Eurojust and Europol, and has authored six investigation manuals for police services in Vietnam and Qatar.

About Phil

Phil is a retired Detective Superintendent with 31 years of police experience. He served as the UK's Counter Terrorism and Extremism Liaison Officer for South East Asia, investigating terrorism and building investigative capacity across the region.

As Head of the UK Liaison Bureau at Europol, Phil led a multi-agency team and created the UK's principal focal point for intelligence exchange with Europe, sharing real-time intelligence in support of the Government's strategic goals for the organisation. He developed and signed the first strategic agreement between the national leads for Eurojust and Europol. As a Director of Intelligence he set his force's intelligence strategy, including that of Special Branch, and was authorising officer for all covert human intelligence sources. As Director of Investigations he set the force's investigation strategy.

A qualified trainer to Level 5 NQF, Phil carries out training needs analysis and develops and delivers bespoke, high-quality training to law enforcement, emergency services, military and intelligence officers around the world. Gender and conflict sensitivity and monitoring and evaluation are built into his programme design from the outset.

For the Home Office Modern Slavery Unit, Phil worked with the People's Police Academy in Vietnam, analysing training needs, writing four manuals for the investigation of human trafficking and training senior police, border guards, prosecutors and the judiciary, adapting to online delivery during the COVID-19 pandemic. He was commended by the British Ambassador to Vietnam for his professionalism, commitment and resilience in delivering the training curriculum. For the National Police Chiefs' Council Modern Slavery and Human Trafficking Transformation Team he taught human trafficking investigation to British police leaders and detectives.

Through the College of Policing, the FCDO and partners including the National Crime Agency, the UK Security Services and UK Special Forces, Phil has developed and delivered counter terrorism, kidnap and corruption investigation training in locations including Somaliland, Albania, Qatar and Afghanistan, and taught the counter terrorism module to direct entry superintendents and inspectors in the UK. His corruption investigation training in Albania, for the United States Department of Justice ICITAP programme, earned a certificate for outstanding performance and expertise. He has also been an Adjunct Lecturer with Charles Sturt University, teaching crisis and emergency planning, terrorism and cyber terrorism, and delivered leadership training for the Royal Montserrat Police Service.
