Thom has spent the last nine years leading programmes and transformation initiatives across UK Government and international programmes, operating in politically sensitive, multi-jurisdiction and highly scrutinised environments. His experience includes leadership roles across the Foreign, Commonwealth & Development Office, UK Health Security Agency, Vaccines Taskforce and national security environments. He has worked extensively with senior civil servants, Ministers, delivery partners, international stakeholders and private sector organisations to deliver strategic priorities, manage risk and resolve complex delivery challenges. Notable assignments include leading delivery across a £300m+ international vaccine portfolio, enabling deployment of 8.5 million vaccine doses; designing a workforce optimisation framework for a global network of more than 17,000 staff; securing a $127m commercial resolution in a high-profile supplier dispute; and establishing governance and operating models for complex cross-border programmes. Much of this work has been delivered across borders: coordinating US and European suppliers, regulators and governments on vaccine delivery, and establishing a £10m+ international collaboration hub spanning seven countries. Thom specialises in bringing structure to complex environments, establishing effective governance, aligning stakeholders and translating strategic objectives into practical delivery plans. He is particularly effective where programmes face ambiguity, competing priorities, delivery risk or significant stakeholder complexity.
