Thom has spent the last nine years leading complex programmes and transformation initiatives across UK Government, operating in politically sensitive and highly scrutinised environments. His experience includes leadership roles across the Foreign, Commonwealth & Development Office, UK Health Security Agency, Vaccines Taskforce and national security environments. He has worked extensively with senior civil servants, Ministers, delivery partners, international stakeholders and private sector organisations to deliver strategic priorities, manage risk and resolve complex delivery challenges. Notable assignments include leading delivery across a £300m+ international vaccine portfolio, enabling deployment of 8.5 million vaccine doses; designing a workforce optimisation framework for a global network of more than 17,000 staff; securing a $127m commercial resolution in a high-profile supplier dispute; and establishing governance and operating models for complex cross-border programmes. Thom specialises in bringing structure to complex environments, establishing effective governance, aligning stakeholders and translating strategic objectives into practical delivery plans.
