Neil is a former senior police officer with over 33 years' distinguished experience across police command, major incident management, public order, emergency response, investigations, operational planning and organisational resilience. Following his police career, he has spent the past four years in consultancy, applying his operational and leadership experience to support organisations across the UK, Asia, the Middle East and Africa.
As Police Superintendent responsible for Emergency, Resilience, Royalty and VIP Planning across Scotland — including the Scottish Islands and offshore North Sea installations — Neil worked in partnership with local authorities, emergency services, government agencies and industry to deliver national statutory testing and exercising with oil and gas operators, Tier 1 and 2 COMAH sites and nuclear sites. He authored Police Scotland's Major Incident Plan and its Offshore Protest Guidance, and served as the primary point of contact for the oil, gas and renewables industry on offshore incidents and protests.
Neil held senior planning responsibility for COP26, the UN Climate Change Conference, acting as senior police lead for local policing and business-as-usual planning nationally, authoring the tactical plan and briefing the Police Scotland executive. He has also delivered public order and incident command training internationally, including to the Sri Lanka Police Service, and led a serious misconduct employment investigation, authoring reports and recommendations to the board.
Since 2022, Neil has worked as a Senior Consultant designing and delivering incident management training, security strategies, crisis management frameworks, emergency response plans and tabletop exercises for clients in the UK and internationally, including QatarEnergy Ports, BP Mauritania and Senegal, and Babcock International. His post-service work in the oil and gas sector, including security audits for major energy companies, is a distinctive strength he brings to Salterton's crisis management offering.
