Experience:
Over 30 years in policing across multiple forces and disciplines, 20 of them at Chief Inspector rank and above, finishing as a Superintendent leading Specialist Operations at Dorset Police and as national strategic lead for Operation Bridger, the UK policing response to threats against MPs and elected representatives. He was a tactical firearms and public order commander for over ten years, Ground Commander for the 2021 G7 summit in Cornwall, and is a College of Policing public order command course assessor. As national police lead for maritime intelligence he co-authored Operation Keel, the UK national maritime policing response, and supported Montserrat and the FCDO on a capability review in 2024. As JESIP lead in force he owned partnership and stakeholder response to crisis management, contingency planning, business continuity and physical security, and as a Counter Terrorism Security Co-ordinator he ran security for political party conferences, VIP movements and major public events.
Bryan Duffy is a senior operations and risk leader with 30 years in policing across multiple forces and disciplines, 20 of them at Chief Inspector rank and above. He delivers strategic leadership and outcomes in complex, high threat, multi-site environments, aligning risk, security, intelligence and operations to business continuity and readiness.
Starting as a DCI for Intelligence, he was SIO and K&E trained, as well as DVI and Casualty Bureau. He holds specific experience in strategic specialist police operations covering aviation, NPAS, maritime, police dogs, firearms and traffic, either as regional lead or on national boards. As national police lead for maritime intelligence and engagement he created a national collaborative network, co-authored and embedded Operation Keel, and represented the FCDO in Montserrat conducting a successful maritime capability review.
Bryan was a tactical firearms and public order commander for over ten years, with many successful operations involving organised crime groups and challenging intelligence and surveillance environments, as well as VIP and Royalty protection. His public order command covered multiple-site and simultaneous protest, sporting events, and large scale public safety events and music festivals, in particular as Ground Commander for the 2021 G7 event in Cornwall. He is a College of Policing public order command course assessor.
As the JESIP lead in force he was responsible for partnership and stakeholder response to crisis management and contingency planning, business continuity and physical security, designing and facilitating multi agency tabletop exercises and structured de-briefs. As a Counter Terrorism Security Co-ordinator he co-ordinated multiple events and operations, including political party conferences, VIP movements, large scale events and the British & Irish Council, assisting the States of Guernsey.
His final two years in policing were as national lead for Operation Bridger, securing the safety of UK MPs and elected representatives and defending democracy as a tenet of national security. Working with senior political stakeholders, Ministers, the Home Office and Parliamentary departments, he collated and analysed intelligence and co-ordinated against threat and risk, and led the creation of a bespoke Threat Assessment Centre for a cohort of 20,000 councillors and devolved government members.
