About Lynsey

Lynsey Willis is a retired Chief Inspector with over 30 years of policing experience, specialising in Police Control Room Operations and specialist police search management. Her career spans operational command, strategic leadership, counter terrorism coordination, and major incident management.

For the final five years of her police service, Lynsey worked within the Police Control Room environment, initially as an Inspector managing critical, major, and firearms incidents, before progressing to Chief Inspector where she led organisational change and managed multiple operational teams. During this period, she also oversaw the implementation of several front office projects aligned to the Police and Crime Commissioner’s strategic plan.

Prior to her control room leadership role, Lynsey spent 12 years in specialist search operations, leading the police response across all search disciplines, including missing persons, counter terrorism, crime scene, and disaster victim recovery operations. She also chaired the Search and Rescue Committee on behalf of the Local Resilience Forum.

Lynsey is a former JESIP trainer with extensive experience in multi-agency working and major incident management. As a qualified Police Counter Terrorism Security Co-ordinator (CT SecCO), she has supported numerous high-profile operations and events, including the G7 Summit and the UEFA Champions League Final in Cardiff in 2017.

Lynsey is currently deployed in Montserrat as a consultant, with responsibility for establishing the structure and Standard Operating Procedures of a new Joint Emergency Services Control Room (JESCR) on the Island.

Lynsey believes successful change is achieved by winning “hearts and minds.” Through a personable and collaborative leadership style, she works closely with those affected by change, ensuring people feel engaged, valued, and included throughout the process. Her approach focuses on bringing people with her, rather than allowing change to become something imposed upon them.
