Most recently, as Senior Regulatory Decision Maker within the Metropolitan Police Department of Professional Standards, Madeline exercised delegated statutory authority in serious misconduct and criminal matters, making over 250 evidence-based determinations and building a 20-person specialist adviser network. She previously led a major MPS-wide safeguarding reform programme reviewing nearly 1,000 investigations involving domestic abuse, sexual offending and offences against children, and directed the operational design of a replacement command and control system migrating 12 million operational call records. As Head of Public Protection Operations across two London boroughs, she led over 400 officers managing up to 1,500 live investigations. Earlier in her career she served as a Senior Investigating Officer on homicide, child death and serious sexual offending cases, and led a £16 million MOPAC-funded burglary reduction programme across all 32 London boroughs.
Madeline has worked at the heart of policing's most complex and highly scrutinised investigations, from homicide and serious sexual offending to safeguarding, public protection and professional standards. She is known for translating dense legislation, policy and procedure into clear operational frameworks and defensible decision-making that holds up under public and judicial scrutiny.
Her career has moved from leading individual investigations to shaping how an organisation investigates. She began in frontline policing and specialist detective roles, progressed to Senior Investigating Officer on homicide, child death, serious sexual offending and organised crime, and went on to command public protection at borough level. She then led a succession of change programmes covering crime reduction, the replacement of a mission-critical command and control system, and a service-wide review of safeguarding casework. In both, the priority is the same: evidence-based decisions that withstand scrutiny, and guidance, governance and assurance arrangements robust enough for others to apply without her.
She is also an experienced leader, coach and mentor who builds professional confidence through clear explanation, case-based learning and constructive challenge, and who has a strong record of embedding new operational practices, governance arrangements and quality-assurance processes into future policy and investigative practice.
